Leadership is one of management function which first of all has obeyed and expressed ideology of new paradigm. Because there are no possibilities to found strategy without leadership, trust and studying process without knowledge management.     
We’d like to touch the reason of rising needs of leadership, development tendency of leadership theory, changing requirement to unsurpassed skill of leaders, the issue of how ready is level of Mongolian leaders for present experiment, and would like to consider the problem of developing skills of leaders.

Main goal of the most programs of public service reform is to establish and strengthen civic service which is independent from political parties and based on “merit” principle to be trained and sustainable. Such organization helps guarantee political reform with less fright and in good order, and it has been an important part of any democratic system. Realization, success and failure of civic service reform seriously depend on conditions of governance institution, politics and civic servants’ capacity.

Changing continuation of the world geopolitical picture based on disintegration of former Soviet Union and establishment of new independent countries has been leading to that it has been forming very important conditions of new geopolitics in Central Asia contained Kazakhstan, Kirgizstan, Tadjikhstan, Turkhmenstan and Uzbekstan. Region of Central Asia has been experiencing the period that changing from far area without geopolitical interest into deep area with interest of developed countries and other international fields. Central Asia located in the “heart” of the land 
as a important strategic region of Eurasia has own peculiarities, in other words it has been their entering “gate”.

In accordance of using achievement and latest technologies of psychology, communication, journalism, management and marketing in political process there have been a lot of new tendencies in communication of election campaign.
At the end of the 20-th century a phenomenon of entertaining circumstances, art and spontaneous activity has been entering to advertisement of political information and election campaign. Researchers call this phenomenon “politainment” or “politics + amusement = joyous politics”.

Through globalization maintaining native language, culture and tradition has been an important vital issue and part of State Policy of every nation especially of  national minority. There can be a lot of different definitions and formulationf for minority but it’s very important for the field of human right to consider and research the issue of  national minority. This article has been considering the right of national minority to be educated, to communicate and to get information in native language.

The global process of the unitary system of the world economical integration has participated every state and regional integrations and continentals, their countries and integrations were showed different result of it. On the article, it has focused current position and trends of the Mongolia in East Asian Integration.

Different trade obstacles among countries have been diminishing gradually. One of the main factors influencing on it has been free trade zone. Developing free trade zone will make a high contribution to country’s growth. The issue of free trade zone is a new understanding for Mongolia, but we have to learn it completely.  There are a lot of factors which have an influence on development of free trade zone. We have to research that what will have become the counter factors for developing the free trade zone in Mongolia.

The world is globalizing and there is no border in the globe of economy and technology. Nowadays when desire and chance for  cognizing the world and way of life and custom of other nationalities are open (that) tourism has been developing quickly and every country is adhering to a policy for disseminating their own culture and to get its share of the income from tourism.   
In the sense that tourism is “smokeless production” it is developing intensely, and there have been researched state policy for tourism and some issues of tourism field’s present activities in this article.

The authors: George Akerlof and Robert Shiller explain that animal spirits or human excitement and irrational factors have a powerful influence on economical decision making. They mentioned that there are an imagination, belief and desire for honest relations, wrong motivation of swindler, misunderstanding for money among these factors. For simple citizens these factors always influence on any process of economic decision making.
